2020 Awardee – Mrs. Deborah Goins-Francis, Bermuda Hospitals Board

The Information Commissioner recognised Ms. Goins-Francis for continuing to inspire her colleagues to adhere to the principles of accountability, transparency and openness with the public at a time when the BHB was under tremendous stress from the COVID-19 pandemic. Ms. Goins-Francis’s steadfast commitment to the good governance principles underlying the PATI Act benefitted the BHB and the public it serves.
